Perhaps leaders can start by examining the company's strengths and weaknesses by establishing a goal. This way it'd be easier to address the problem in a team.
Make sure that the goals are achievable and agreeable to everyone on the team; open communication must always be encouraged. It will be fair and possibly create a cooperative team and also allow you to assess the strengths and weaknesses of each team member.
